Check to see if any of the folders had permission inheritance turned off or were locked down.
You should create a domain level service account that you are have set up to have full control of all the folders and files in the path of any jobs FRP will be running on the server. Then after you have tested the account, make sure that the start up script for FRP or in the case of windows OS, that the new account is assigned to start the service FRPRep in the services.msc panel.
